The ACG Soft PDF and Mail Library for MS Access, uses in part the Microsoft Collaboration Data Objects (CDO) library to interface with mail subsystem.  

The Collaboration Data Object (CDO) libraries were first introduced with Exchange 5.5 and Outlook 98/2000 and were released as version 1.21.    The CDO libraries were updated when Microsoft released the Outlook 2000 Security Patch, to version 1.21s; a version that incorporated various "security" features into the libraries.  Version 1.21s is also distributed with Office 10 (Xp).

The version of the CDO libraries available for download here are version 1.21, the original version as published by Microsoft without the built in "security features".
